Yes it goes over the crossmember. Working fine for thirty years, and around a hundred thousand miles. Also makes it past the rear brake hose with no ill effects so far.
Came as a kit including headers. Might have been JC Whitney but I don't remember for sure. Sounded beautiful until my mechanic/inspector retired and I had to put converters on. Deadened the burble.
