Air bag light

Hey there --> '93 GT, and flashing Code 21. Can't pass Vermont Inspection with light flashing - tried a used Air Bag Module off of ebay, but no luck. Anyone else have same problem, find any success??

Last resort is to dive in to Instrument cluster and try and unplug bulb....?? Need help now!!
