solenoid on strut tower

Still very new to my 87 foxbody 2.3L. what is the device mounted on the back side of the strut tower? it's both electric and vacuum. What is it for? The rubber hanger has rotted ad it's just hanging. Doesn't look like you can replace just the rubber mount.
I also have some unused plugs in that same area on the firewall.

On the inside of the passenger side fender?
If yes...
I think it has to do with emissions?

I've been following this because I really don't know. I believe the v8 cars just have a relay there, so the 2.3 must be different. You have any pics? Ford is typically pretty good about stamping part numbers on everything. I take it you can't find one or it's not legible?

I have an 86lx HO.
Mine didn't look like that, and mine smelled like gas.
