no low end power

hi i have a 93 lx that i just put together i i cant get any low end power and hard starting when its hot any help would greatly be appreciated, its a 302 bored to 306 with a trick flow top end kit installed. it has 24lb injectors 70 mm throttle body,bbk cold air intake with maf bbk shorty headers and x pipe with no cats,everything is new the engine was put together by a builder all we did was put the heads on and intake cam and timing chain was installed by him.it run fine when you run it on the top end just cant get any low end power. also has aod trans with valve body installed,4.10 gears in the rear and 210 fuel pump , any sugestions

also has a sct bamba 4bank chip and was tuned by them with the specs of what was done
